Iraq's northern Kurdish region stops oil exports

BAGHDAD (AP) ? An Iraqi Kurdish official said on Tuesday that the country's self-ruled northern Kurdish region has suspended oil exports over a payment row with Baghdad, a development that could add to already souring relations between the Kurds and the Arab-led central government.

Since the 2003 U.S.-led invasion, the Kurds have unilaterally struck more than 50 deals with foreign oil companies, even though Baghdad says they have no right to do so. In 2011, the two sides reached a tentative deal by which the Kurds send the oil to Baghdad, which sells it, and pays 50 percent of the revenues to the developers to reimburse the development costs.

In April, the Kurds halted exports of around 100,000 barrels a day, saying that Baghdad had made only two payments under the agreement and had failed to pay $1.5 billion they say they were owed.

Four months later, the Kurds agreed to restart exports as a goodwill gesture. That allowed the two sides to reach a new agreement under which Baghdad would pay 1 trillion Iraqi dinars (about $848 million) to the companies in September.

However, Ali Hussein Balo, the advisor of the Kurdish Ministry of Natural Resources, said Baghdad sent only 650 billion Iraqi dinars (about $550 million) and withheld the rest. That prompted the Kurds' latest move.

"The region has found itself forced to halt the oil exports as Baghdad didn't fulfill a commitment it made in the September agreement in regard to payment," Balo told The Associated Press over the phone from the self-ruled region's capital, Irbil.

He said the Kurdish region of Iraq was exporting around 180,000 barrels a day before recently starting to decrease the shipments. He didn't say when exactly exports were halted but said it was in the past few days.

Faisal Abdullah, the spokesman for Iraq's deputy prime minister for energy affairs, confirmed that the full amount wasn't paid. He said the payments were suspended because the Kurds were pumping less than the 200,000 barrels a day they had pledged. He wouldn't give more details.

The latest move could dash Iraq's hopes to pump 3.7 million barrels a day and to export 2.9 million barrels a day next year. Daily production last month averaged around 3.2 million barrels and daily exports averaged 2.62 million.

Iraq sits atop the world's fourth largest proven reserves of conventional crude, about 143.1 billion barrels, and oil revenues make up 95 percent of its budget.

In addition to the dispute over development oil resources, the Kurds and the central government in Baghdad have been in a long-running dispute over lands claimed by the Kurds and power-sharing. Along with Sunni Arabs, the Kurds accuse the country's Shiite Prime Minister Nouri al-Maliki of consolidating power in his hands and marginalizing political opponents.

Separately, Iraq and neighboring Jordan have agreed to speed efforts to build a pipeline to export Iraqi oil through the Jordanian Red Sea port of Aqaba, according to Jordan's Petra news agency.

The deal calls for an oil pipeline that would have a capacity to export one million barrels a day, according to the news agency and al-Maliki's office. The two sides signed an economic cooperation agreement that includes the pipeline project during a brief visit by al-Maliki to Jordan on Monday.

They also agreed to boost the capacity of a natural gas pipeline to supply Jordan with additional Iraqi gas. In addition, Iraq said it could raise the amount of crude oil it exports for Jordanian domestic use, and will double to 60,000 tons the amount of heavy fuel it exports to Jordan monthly, according to Petra.

Violent demonstrations broke out in Jordan last month after the government removed subsidies to offset $5 billion in losses from a rising fuel bill. Heating and cooking gas prices have jumped sharply since. To help, al-Maliki's Shiite-led government last month announced a one-time gift of 100,000 barrels of oil to Sunni Muslim Jordan.

    1 killed, 1 wounded in bar shooting near Seattle

    (AP) ? A 30-year-old Seattle man was killed and another man wounded in a shooting at a crowded bar in Bellevue, Wash., early Monday, police said.

    The shooting broke out just after 1 a.m. at Munchbar at Bellevue Square, an upscale shopping center about 10 miles east of Seattle, said Carla Iafrate, a spokeswoman for the Bellevue Police Department.

    Police officers were outside the bar when gunfire erupted because a large crowd had gathered there, she said.

    More than 600 people were inside the venue at the time of the shooting. "It was a very complicated scene," Iafrate said.

    The wounded man was taken to a hospital. Iafrate did not immediately know his age or hometown.

    The shooting appears to be an isolated incident. No one has been arrested, and investigators were trying to put together a description of the shooter, she said.

    No officers were involved in the shooting.

    Witnesses described a chaotic scene, telling local media they dove for cover or hit the floor when they heard gunshots.

    Mundie, one of Gates' successors, to retire from Microsoft

    NEW YORK (Reuters) - Craig Mundie, one of two Microsoft Corp executives who took over Bill Gates' role at the company, has relinquished control of Microsoft's large research organization and is to retire from the company in 2014.

    Mundie is taking on a new role as a senior adviser to Chief Executive Steve Ballmer, according to a memo circulated internally earlier this month but only made public on Monday.

    Eric Rudder, another Microsoft veteran, is taking on responsibility for Microsoft Research, Trustworthy Computing, and the Technology Policy Group, which were all run by Mundie.

    A 20-year Microsoft veteran, Mundie was one of two men hand-picked by co-founder Gates to take over leadership of the technical side of Microsoft when he retired from day-to-day work at the company in 2008.

    Mundie took over responsibility for the company's long-term research activities, while Ray Ozzie became chief software architect. Ozzie left Microsoft in 2010. According to Ballmer's memo, Mundie will retire from Microsoft in 2014, when he will be 65.

    Mundie's new role was first reported on Monday by the All Things D tech blog.

    Central African Republic rebels in defiance, seize another town

    BANGUI (Reuters) - Rebels in the Central African Republic said on Saturday they had seized another town in a push towards the capital Bangui in defiance of calls from regional leaders to halt their advance and accept peace talks.

    The rebels said the call for negotiations was another excuse for President Francois Bozize, who seized power in a coup in 2003, to buy more time and cling to power.

    "The people of the Central African Republic ... do not have that much time to waste in long negotiations which in the end will benefit General Francois Bozize in his will to hold on to power beyond 2016," the rebels said in a statement.

    "Our objective is simple: change the misrule of General Francois Bozize by force or through dialogue. And if it is through dialogue, then it will be a consensual solution, involving all components of the political and social life of our country," said the rebels, known as the Seleka alliance.

    Long-running instability in landlocked CAR, roughly the size of former colonial master France, has discouraged major investment in its timber, gold, uranium and diamond deposits.

    A mix of local rebellions, banditry, ethnic tensions and the spill-over of conflicts in neighbouring Chad, Sudan and Democratic Republic of Congo has undermined efforts to stabilise the nation which has suffered misrule since independence in 1960.

    Regional heads of state of the 10-nation Central Africa bloc on Friday demanded the rebels pull back their forces to original positions and accept talks with the government within a week.

    The alliance, composed of splinters from previous rebellions, has complained that Bozize has failed to implement the terms of a 2007 peace accord, which include payouts to rebels soldiers.

    The rebels have captured nine towns in their two-week push towards the capital, including the diamond-mining town of Bria in the centre of the country, meeting little resistance from the ill-equipped government forces.

    The statement, signed by Justin Mambissi Matar, secretary general for the alliance, said they took the town of Ippy about 500 km (300 miles) from the capital on Friday.

    The government of the Central African Republic was not immediately available to comment on Saturday.

    The rebels also warned neighbouring Chad against intervening in the conflict after Chadian troops were deployed into the country to help stop the rebel advance, following a request from President Bozize.

    "To our knowledge, neither the African Union nor the UN Security Council decided on a resolution authorizing Chad to go shoot Central Africans," the statement said.

    President Bozize took power originally with support from Chad President Idriss Deby and has called on Chad on several occasions to help fight off rebellions.

    Perennial Flu Vaccine Gets Closer

    A vaccine aimed at the stable M2 flu virus protein, rather than the variable H or N proteins, could be useful every year. Christopher Intagliata reports.

    More 60-Second Science

    Every fall, you need a new flu shot. That's because today's vaccines train your immune system to recognize specific strains of flu?identified by two proteins on the virus's coat: hemagglutinin and neuraminidase. That's where the 'H' and 'N' come from in H1N1.

    Problem is, those proteins are a moving target?they mutate quickly. Once they do, your immune system can't recognize them. And you've got something like the 2009 swine flu, a strain the flu shot never primed us to fight.

    To make a more universal vaccine that would work year after year, researchers focused on a smaller, more stable protein called M2. In human strains, the protein has hardly changed since the 1930s.

    Researchers engineered an M2 vaccine, and gave it to mice. Then they exposed the mice to lethal doses of human, swine and bird flus. All the vaccinated mice survived?their unlucky counterparts did not. The research appears in the journal Molecular Therapy. [Min-Chul Kim et al, Virus-like particles containing multiple M2 extracellular domains confer improved cross protection against various subtypes of influenza virus]

    A good seasonal flu vaccine will still beat the M2 vaccine. But if the M2 gives us insurance against a surprise strain, well, it might be worth a shot.

    Time to drive home a point in long-distance relationship

    My boyfriend and I are in a long-distance relationship and agreed to split our visits 50-50 between our cities. Initially, it worked great. Unfortunately, his work schedule has changed, and for the past year he has come here to visit me only once every month or so, while I frequently drive for hours to see him.

    "What's right" is the original agreement you had with your boyfriend, or something close to it. Because he is no longer willing to live up to his part in the bargain, consider seeing him less often.

    Senate requires $3.4 billion spending offsets for Sandy aid bill

    WASHINGTON (Reuters) - The U.S. Senate on Friday required that $3.4 billion of the superstorm Sandy reconstruction aid bill be offset by spending cuts next year, a move that Democrats said set a "dangerous precedent" for future disaster funding.

    The requirement on the $60.4 billion measure, which came as the result of a Republican procedural move, could open the door to future requirements to "pay for" disaster assistance with spending cuts. Congress in the past has simply funded disaster aid without such offsets.

    The Senate advanced the Sandy aid bill by voting to end general debate and start considering some 21 amendments, many from Republicans aimed at chopping out specific spending requests - including one that would shrink the whole package down to $23.8 billion.

    Votes on the amendments and on final passage of the legislation are expected next week after the Senate returns from the Christmas holiday.

    The Senate on Friday failed to muster the 60 votes needed to defeat a budget point of order maneuver raised by Republican Senator Pat Toomey. This required that $3.4 billion worth of "mitigation" projects to prevent damage from future storms be included under a cap on discretionary federal spending.

    "This will mean real consequences this year," said Democratic senator Barbara Mikulski, the new chairman of the Senate Appropriations Committee. "This is a $3.4 billion unspecified cut that will go to domestic programs for fiscal 2013."

    Mikulski, of Maryland, said the cuts would have to be included in spending bills next year that replace a stopgap government funding measure on March 27.

    Arguing to defeat the requirement, Senator Charles Schumer of New York, which suffered massively from Sandy's storm surge, said that the move would mark the first requirement for offsetting disaster funds with cuts elsewhere, setting the stage for more congressional fights over it.

    "That will mean that disaster money will be much less readily available in the future. The precedent is an awful one," Schumer said.

    Toomey, a conservative from Pennsylvania, argued that the $3.4 billion worth of mitigation projects were not disaster aid but simply infrastructure improvement projects.

    "That kind of infrastructure spending is the kind of spending that we do routinely, but we plan for it and we budget it," he said. "If it is indeed the priority that many people, including myself, believe that it is, then it ought to be weighed in competition with the other pressing needs."

    A senate Republican said the projects targeted in the point of order were not those tied to immediate repairs or reconstruction work, but those that were considered "stand-alone" mitigation projects.

    OpenTV isn't a name on the tips of most consumers tongues. Neither is Kudelski SA, the company behind the video middleware platform, most commonly found on cable set top boxes. But brand recognition may increase now that the firm is taking streaming video giant Netflix to court. At issue are a collection of patents related to content delivery and DRM which Kudelski says Netflix has refused to license from it. The company now feels its only course of action is to take Reed Hastings and his crew to the mat in the U.S. District Court for the District of Delaware. Unlike some other markets we can think of, the streaming video field hasn't yet devolved into constant patent battles. But as more companies enter the fray, like Walmart and Amazon, there's a chance we'll see the number of courtroom brawls explode.

The cancer center was the first cancer center in Kentucky to be granted this accreditation in 2010.

    Accreditation by the NAPBC, a program administered by the American College of Surgeons, is given only to those centers that have voluntarily committed to provide the highest level of quality breast care and that undergo a rigorous evaluation process and review of their performance.

    In the wake of the tragedy in Newtown, the American Psychiatric Nurses Association (APNA) calls for swift action to address factors that will increase access to mental health services and help prevent more senseless acts of violence.

However, only about 13% of American adults received treatment for mental illness and 19% of those who did receive treatment still reported having experienced an unmet mental health need during that year. These numbers serve to underline the dire need for better access to mental health treatment. While horrific acts of violence such as the recent shootings are widely covered in the media, the tragic loss of tens of thousands of lives to suicide each year is an often hidden consequence of untreated mental illness.

    Recently, cutbacks within schools and community health care systems have impeded critical access to school nurses and mental health professionals, such as psychiatric mental health nurses, who are trained to recognize and intervene early with those at risk for violent or self-harming behavior. These cuts have been exacerbated during the recent recession. At the same time, the demand for mental health services for all populations, including our nation?s veterans, has been increasing.

    In addition to advocating for expanded access to mental health care, APNA calls for a national dialogue that avoids reinforcing the perception that mental illness commonly leads to violence and instead emphasizes the efficacy of mental health services. ?When persons with psychiatric disorders commit high-profile violent acts, it is likely to reinforce inaccurate and stigmatizing beliefs about mental illness,? says Phoenix. ?As mental health professionals, we must provide accurate information that combats stigma and educates the public about the value and effectiveness of services that prevent and treat mental disorders.? APNA is working in concert with other nursing and mental health organizations to develop a comprehensive strategy to provide better and more accessible mental health services in our country.

    Timing of NCAA Decision on Myck Kabongo is Head Shaking Following Texas? Win Over North Carolina

    You must once again scratch your head following the NCAA?s timing in relation to their latest ruling against a notable college basketball star.

    Maybe it was a just a coincidence, but you may remember the timing of their decision involving NCAA freshman Shabazz Muhammad, who was deemed eligible right before UCLA?s big non-conference trip to New York City. The Bruins have their own problems and UCLA has certainly failed to live up to their over-hyped preseason predictions, but there is still plenty of time for Ben Howland to figure things out.

    As for Texas sophomore Myck Kabongo, the timing once again comes at an interesting point.

    The Longhorns have had their struggles to begin the season, but on Wednesday night, Texas got their biggest win to date, routing North Carolina by 18 points in Austin. Kabongo, who was shown numerous times throughout the telecast in his usual shirt and tie, was being forced to sit out his 11th consecutive game to begin the season.

    Following the Longhorns? captivating victory, news surfaced that the NCAA had finally reached a decision involving Kabongo. One of the nation?s most highly-regarded point guards had been suspended for the remainder of the season, a devastating blow to a squad fresh off their biggest win of the season.

    Texas improved to 7-4 on the season, but six of those victories have come at home. While the Longhorns proved their worth with the victory over UNC on Wednesday, their struggles prior to last night?s game have been obvious.

    Everything that has happened thus far for Texas has been completed without Kabongo, but there is no denying the potential impact his return could have meant to this Longhorns? squad.

    The timing of the ruling is just odd given Texas? play on Wednesday night, but it?s one that the Longhorns and head coach Rick Barnes must now move forward from.

    Kabongo made the decision to bypass the NBA Draft this past off-season and return to Austin, but a season on the sidelines is ultimately crippling his draft stock according to many NBA scouts. The good news in that is that Kabongo should make the decision to return to Texas next season, but then again, there is no guarantee.

    Google Business Photos Now Getting Search ... - Marketing Pilgrim

    I don?t get Google Maps and,in particular, Google Local. There is SO much potential yet they seem hell bent on making information as hard as possible to find. As I have always said, many of Google?s products are ?Engineered by engineers for engineers? and since most of the planet is not an engineer, well, you can guess what kind of cluster results. There is hope, however, although it comes right before the freakin? end of the world but at least they are trying!

    Yesterday Google announced in its Google Maps Google+ account that the Business Photos that are being taken by a Google Business Photo Trusted Photographer like my friend in Raleigh, NC, Charles Register are getting prime real estate in the SERPs (search engine result pages). Take a look at the example below.

    This is important because until this point in time Google has for some unknown reason really buried this valuable online business asset. There are few better ways to see a place before you go than these photos and they look really good due to the process Google requires their trusted photographers to go through to put them together.

    I love local search and I think there is great potential for anyone, including Apple Maps, to come in and do a bang up job on putting together accurate business data and making listings something that can be managed easily. Google has left the door wide open for a competitor to come in because, quite honestly, the do a terrible job with local listings. Thankfully their map functions are otherwise second to none and that?s why people, including business owners, still put up with the frustrations that come from Google Local.

    Maybe this move to make these listings clean and more visually appealing and very prominent in search results is an indication that Google will be trying to do the right thing by end users and stop engineering for engineers.

    Whether is happens to a great degree or not remains to be seen. In the meantime, if you are a small business that has a physical location that you can be real proud of then check to see if there is a Google Business photo trusted photographer in your area. It?s an investment I think any business who is serious about the online space should be considering.

    CAROL STREAM, Ill.,?Dec. 19, 2012?/Christian Newswire/ --?Congress enacted new tax laws in 2012 that include provisions of direct relevance to churches and pastors. Several of the most important changes and clarifications are summarized in the January/February issue of Church Law & Tax Report and will assist ministers and churches in correctly preparing tax forms and returns for 2012. Some of the changes covered include:

    • The Freedom from Religion Foundation challenges the housing allowance for pastors again.

    • A church officer or employee, having the authority to pay withheld taxes, is potentially liable for 100% of the taxes owed if the church fails to withhold or pay them.

    • Some tax benefits were adjusted for inflation in 2012, but many remained unchanged due to the low inflation rate.

    Rejiv- The rejuvenating fruit, grown in both tropical and temperate soil. It has the ability to replenish your energy as if you have actually slept and helps to keep your mind healthy and aware.

    Vitalita- The herb that, when made into a tea, can speed up the healing process and enhance your immune system.
