Group fails in bid to recall polarizing sheriff

PHOENIX (AP) ? A campaign to force a recall election against the polarizing sheriff of metropolitan Phoenix failed on Thursday after recall organizers said they couldn't collect enough voter signatures to bring the lawman to the ballot again.

Organizers of the recall effort against Maricopa County Sheriff Joe Arpaio needed to turn in more than 335,000 valid voter signatures by 5 p.m. Thursday to force a recall election.

"It is a sad day," said recall campaign manager Lilia Alvarez. "It is a disappointment."

Recall organizers won't reveal the number of signatures they gathered. That said, the last update they gave on their numbers five weeks ago was that they gathered 200,000 signatures.

"The count at this point doesn't matter," Alvarez said in deciding not to reveal the number of signatures gathered.

Arpaio issued a statement suggesting that recall organizers aren't revealing the number of signatures they gathered because they are embarrassed by the level of their failure. "This effort failed because the good people of Maricopa County, whom I'm honored to serve, rejected the wrong-headed idea of overturning an election," Arpaio said.

Arpaio supporters say the sheriff won re-election in November fair and square and that recall organizers shouldn't have been allowed to contest the election simply because they didn't like the outcome.

The recall effort began just weeks after the 80-year-old Republican sheriff started his sixth term in January. His November re-election race marked the second closest contest in his 20-year political career. He beat the closest candidate by 6 percentage points.

Joshua Spivak, a recall expert and senior fellow at Wagner College in New York, said the Arpaio recall effort suffered from too little fundraising, having to collect an unusually high number of voter signatures for a county race and not having an alternative candidate lined up to run against Arpaio. "They are running against Joe Arpaio," Spivak said. "But who are they electing?"

Arpaio critics had argued that the sheriff should be booted because his office has failed to adequately investigate more than 400 sex-crimes cases, has cost the county $25 million in legal settlements over treatment in county jails and his office was found by a federal judge to have systematically racially profiled Latinos in his signature immigration patrols. Critics say the sheriff is more focused on getting publicity for himself than protecting the people.

Recall organizers had hoped that last week's racial profiling ruling would pump new life into their cause. Supporters were camped outside a county building for more than four days in their final push.

"I wish from the bottom of my heart that this ruling would have come out a month earlier. Had this ruling come out a month earlier, who knows how many signatures we would have gotten," Democratic state Rep. Martin Quezada of Avondale, a supporter of the Arpaio recall effort, said.

In the hours before the recall petitions were due, a trickle of people dropped by three tents set up by recall organizers outside the county building to sign petitions. Clipboard-wielding volunteers hit up people walking on the sidewalk for signatures and wore T-shirts that said, "Petition Posse," a play on Arpaio's posses whose volunteer members assist sheriff's deputies in some of their duties.

In the past, the sheriff has apologized for the bungled sex-crimes investigations and said his office has moved to clear up the cases and taken steps to prevent a repeat of the problem. He also has vigorously denied allegations that his deputies racially profiled people in traffic patrols targeting immigrants who aren't authorized to be in the country.

Recall organizers were trying to build on the success of a 2011 recall effort that ousted then-Arizona Senate President Russell Pearce, an Arpaio ally who was the driving force behind the state's contentious 2010 immigration law. But the scale of the Arpaio recall was more daunting.

Only 7,700 valid signatures were needed to trigger the Pearce recall election.

Have Powdered Plastic and a Nail? You're a Download Away from a Gun

If you would like to be a gun owner, you will need the following things as of next week: a 3D-printer, Internet access, and a nail. Defense Distributed, the libertarian non-profit focused on creating a shareable 3D model of a firearm, has a working prototype.

Defense Distributed's?design, which it calls the "Liberator," results in the small, unusual-looking weapon pictured below. If it holds up under testing, it's a milestone in firearms production and the debate over gun control. It's been possible for years to create ad hoc guns ? generally called "zip" guns ? just as it was possible for years to pirate music. The Internet, as it does, is about to make things much easier.?For the first time, someone will be able to easily fabricate a reliably working weapon using a simple set of instructions.?Forbes?got the scoop:

All sixteen pieces of the Liberator prototype were printed in ABS plastic with a Dimension SST printer from 3D printing company Stratasys, with the exception of a single nail that?s used as a firing pin. The gun is designed to fire standard handgun rounds, using interchangeable barrels for different calibers of ammunition.

Technically, Defense Distributed?s gun has one other non-printed component: the group added a six ounce chunk of steel into the body to make it detectable by metal detectors in order to comply with the Undetectable Firearms Act.

We'll note that the "technically" in that quote above does a lot of work. It's not clear whether or not the chunk of steel is a functional requirement or merely a legal one. If it's the latter, it's likely that the weapon would be undetectable (see: In the Line of Fire)???though any bullets probably would not.

The questions raised by Defense Distributed's efforts have grown only more urgent. Over the course of the recent gun debate, it became clear that the group's designs were already upending policy proposals. How can you ban high-capacity magazines, for example, when Defense Distributed's "Feinstein" design (seen at top) can go from digital file to something you can hold in your hand as soon as you can get to your nearest Staples?

Rep. Steve Israel of New York proposed limits on the ability to 3D-print weapons last December, when the concept was still mostly speculative. After Forbes's report today, he updated that call.

The revamped Undetectable Firearms Act that Rep. Israel wrote makes it illegal to manufacture, own, transport, buy, or sell any firearm, receiver, or magazine that is homemade and not detectable by metal detector and/or does not present an accurate image when put through an x-ray machine.

Israel's proposal got no traction last year. It's not clear how much it will receive at this point. In an updated version of the old argument against new gun laws, anyone determined to slip an undetectable firearm through a metal detector is unlikely to be deterred by that being an illegal act.

Once the plan for the Liberator is released (sometime next week, after it has been fully tested), Defense Distributed will have essentially completed the first step of its plan, "Develop a Fully Printable Firearm." Next on the list, "Adapt the Design Down to Cheaper 3D Printers," and then, "Become the World's Printable Gun Wiki Redoubt." That first step was probably the hardest.

(AP) ? The Champions League final will feature two German teams for the first time after Bayern Munich completed surprising 7-0 rout of Barcelona.

Playing with a big cushion after a 4-0 win in the first leg at home last week, Bayern beat Barcelona 3-0 in the second leg Wednesday night on goals by Arjen Robben in the 48th minute and Thomas Mueller in the 76th around Gerard Pique's own goal in the 72nd.

Bayern, which relaxed when it saw injured Lionel Messi wasn't in Barcelona's starting lineup, is in the final for the third time in four years and will play Borussia Dortmund at London's Wembley Stadium on May 25.

"I think it is a terrific performance, it is a little bit of history," Robben said. "If we perform like this, against a team who have dominated Europe for the past five years, who have so much quality, it is amazing."

This final wll be just the fourth single-nation championship match in Europe. Real Madrid beat Valencia in 2000, AC Milan defeated Juventus in 2003 and Manchester United edged Chelsea in 2008.

Bayern will be seeking its fifth title, and first since 2001, while Dortmund won its only championship in 1997. Bayern, which clinched the Bundesliga title on April 6 with six games to spare, travels to Dortmund for a league match Saturday night.

"I'm sure we'll celebrate with a few beers tonight," Bayern captain Philipp Lahm said. "I've always said we have special characters in our squad, and that we are capable of great things."

Bayern lost last year's final at home to Chelsea on penalty kicks, two years after it was defeated 2-0 by Inter Milan.

While many expected Barcelona to meet Real Madrid in the final, Dortmund defeated Madrid 4-1 in Germany last week and hung on Tuesday for a 4-3 aggregate win.

Bayern had no such scare. Missing Messi, the four-time world player of the year who has hampered by a hamstring injury for the past month, Barcelona showed little offensive spark.

"When we saw his name wasn't in the starting lineup, we breathed a sigh of relief," Bayern midfielder Javi Martinez said.

Messi started in the first leg but was largely ineffective, and didn't get off the substitutes bench for the second.

"We trained today but he wasn't comfortable, and we decided that if we were going to risk him it would be at the end," Barcelona coach Tito Vilanova said.

Bayern made sure the final minutes didn't mattter.

"I do not think his participation tonight would have changed things all that much," Pique said. "It isn't pleasant living through a situation like this. In the first half we really tried but when they scored the first, we were left feeling down. We have to congratulate Bayern, who were superior."

When Xavi Hernandez and Andres Iniesta were substituted in the second half, it left Barcelona without its three biggest stars on the field. Barcelona also was missing defenders Carles Puyol and Javier Mascherano and midfielder Sergio Busquets because of injuries, and left back Jordi Alba because of a suspension for yellow-card accumulation.

While Barcelona has an 11-point lead in the Spanish league with five games left, its first season since Vilanova replaced Pep Guardiola as coach will be considered a disappointment because it failed to win the Champions League following titles in 2006, 2009 and 2011.

Guardiola was hired by Bayern in January to replace Jupp Heynckes as coach at the end of the season.

"When the draw came out and we were paired with Barcelona, I would never have imagined that we would win 4-0 and then 3-0 at the Camp Nou," Heynckes said "Barcelona is a fantastic team. Today it had personnel problems, when Messi plays it is very different."

NOTES: Barcelona had gone unbeaten in 21 Champions League home matches since its 2-1 loss to Rubin Kazan on Oct. 20, 2009. ... Barcelona goalkeeper Victor Valdes became the 17th player to make 100 Champions League appearances.

"Dancing With the Stars" has had its share of shocking saves on elimination nights over the years, but alas, funnyman Andy Dick benefit from one. After making valiant efforts for seven weeks, he and pro partner Sharna Burgess were sent home on Tuesday night?s results show.

"I think we were all hoping to be saved, but the odds were against us,? Burgess told TODAY in the post-show press line. ?Our scores were just too low."

Having earned only 17 points this week, the Dick's closest competitor on the scoreboard was soap star Ingo Rademacher, who had scored 22. That potentially surmountable gap widened when Rademacher and his pro partner, Kym Johnson, picked up an additional three points in a dance-off.

"The 5 we got from Carrie Ann (Inaba) on Monday really hurt us," Dick lamented to reporters after his ejection. "We?d never gotten one of those before."

Actually, Dick earned a 5 from head judge Len Goodman in the first week of the competition, but since then, his scores had improved -- until Monday night.

"She gave us that 5 compared to what other dancers were doing, not in comparison to our past dances," he said of Inaba's choice.

Dick singled out Inaba on-air for her low grade after he was told to leave. Does he harbor any hard feelings?

"I still love Carrie Ann," he said. "She responded to us the most (in the beginning). But then, in the end, she was the harshest."

The comic actor, who?s waiting for word on whether or not the sitcom pilot he shot for ABC last week will be picked up or not, said it?s going to be difficult giving up his dancing routine.

?Sharna and I are literally like a married couple,? Dick sighed. ?It?s going to be weird not seeing her every day.?

Dick and Burgess may not be learning any new dances together, but they are going to see each other. "We wanted one more week," he said. "But I?m still going to be here -- I?ll be sitting in the front row of next week?s show. Otherwise, it?d be like severing myself from my family. Now, I?ll be able to actually watch the dances."

Ironically, one of the dancers whom Dick will be watching next week is Burgess. She?s been tapped by Sean Lowe and Peta Murgatroyd to perform with them in the couple?s upcoming trio dance.

It won?t be the same, however, for Burgess.

"It?s been an amazing roller coaster," she said of her freshman stint as a pro dancer. "Andy and I bonded so much. I?m beyond proud of him. He?s overcome so many personal struggles. For me, it?s a greater honor to have been a part of that than winning a mirror ball trophy could be."

You?re going to love Crockpot Green Chile Chicken? it?s so easy to make, and tastes delicious in tacos and burritos!

My friend Heather made this for us at a Taco Night at her house, and it was SO yummy!

Crockpot Green Chile Chicken Recipe

What You?ll Need:

  • 4 ? 5 Boneless Skinless Chicken Thighs, thawed {you could also use chicken breasts, but the thighs will give this recipe some fabulous flavor!}
  • One 4 oz. Can Green Chiles
  • 2 tsp. Garlic Salt
  • Optional: Add in Diced Onions for some extra flavor!

What You?ll Do:

  1. Cook chicken in crockpot on high for 3 hours {covered}
  2. After 3 hours, drain juices from crockpot
  3. Mix together green chiles and garlic salt. {and optional onions}
  4. Pour mixture over chicken, and cook on high for 30 more minutes {covered}
  5. Remove chicken from crockpot, and shred with a fork.
  6. Serve with all the fixins for tacos, or wrapped up in burritos. YUM!
