Big growth likely for Georgia's film industry

ATLANTA (AP) ? A few years ago, Georgia was locked in a bidding war with North Carolina over the Disney movie, "The Last Song," starring Miley Cyrus.

Both states wanted the movie to film in their state, and North Carolina was close to sealing the deal with an attractive tax incentive package. But Georgia snapped up the production, largely because it had recently expanded its own tax credit for films.

The state hasn't looked back since. Not only are TV shows like "The Walking Dead" and films like "The Hunger Games" sequel filmed in Georgia, but tens of millions of dollars are being invested to build up critical infrastructure. No fewer than five major studio developments or expansions have been announced in recent months with the goal of luring big-budget blockbusters.

"It really is about the whole package," said Lee Thomas, director of the Georgia Film, Music & Digital Entertainment Office. "They can do everything here now."

Last fiscal year, productions filmed in Georgia generated an estimated $3.1 billion in economic activity, a 29 percent increase from the year before, according to state estimates. And Thomas said that will only increase with the studio projects in the works that will add large soundstages and back lots to lure big productions, such as "Iron Man 3," which Georgia wasn't able to accommodate. The state didn't have a studio that fit the requirements of the film's production company.

Of the studio projects in the works, one being planned in Fayette County, a short drive south of Atlanta, could be a game changer. British film studio Pinewood Shepperton PLC, home to the James Bond franchise, has reportedly been in talks with a group of investors to manage and operate the facility. It would be Pinewood's first production facility in the U.S. Recent films shot at Pinewood Studios, outside London, include the coming Angelina Jolie film, "Maleficent" and "Jack Ryan," directed by Sir Kenneth Branagh.

The project, once finalized, would underscore how much Georgia has become a film destination and be another sign that California continues to struggle with runaway production.

A survey last year found that California lost $3 billion in wages from 2004 to 2011 because of film and TV production moving to other states and countries, according to a report in the Los Angeles Times. Half the wages went to states such as Georgia, North Carolina and Louisiana that offer tax incentives and rebates to the industry.

Representatives of Pinewood declined comment on the plan, and the head of Fayette County's development agency would say only that discussions continue between the company and a group of Georgia-based investors on the state-of-the-art studio complex, which would sit on 288 acres and include at least five soundstages.

"It takes the state to a whole new level," said Matt Forshee, president of the Fayette County Development Authority, who has been closely involved in the project. "When you look at the films that have filmed in Georgia, for the most part, they have been smaller budget films, in the range of $20-25 million. This allows us to open up to larger budget productions, which means more expenditures occurring within the state, which becomes a bigger return on the investment on the state level for the tax credits."

Georgia has come a long way since the 1939 Civil War epic "Gone With The Wind," arguably the most famous movie about the state, was filmed in California. Three decades later, the 1971 Burt Reynolds movie "Deliverance" helped put Georgia on the map as a shooting location. The state created a film commission, and Reynolds returned to the state to shoot hits such as "Smokey and the Bandit" and "The Longest Yard."

Now, Atlanta truly has the feel of Hollywood South. In recent years, the state has been a shooting location for films such as Clint Eastwood's "Trouble With the Curve," the new Jackie Robinson biopic "42" with Harrison Ford, Denzel Washington's Oscar-nominated turn as an alcoholic pilot in "Flight," the Katherine Heigl rom-com "Life as We Know It," the current Reese Witherspoon project "The Good Lie," and comedies such as 2011's "Hall Pass" and the coming "Anchorman: The Legend Continues" starring Will Ferrell.

While studio developers building soundstages are not eligible for Georgia's tax credit program, the production companies making films are. Georgia provides a 20 percent tax credit for companies that spend $500,000 or more on production and post-production in the state, either in a single production or on multiple projects.

Georgia also grants an additional 10 percent tax credit if the finished project includes a state promotional logo. Further, if a company has little or no Georgia tax liability, it can transfer or sell its tax credits.

"The industry follows the dollar," Forshee said. "They are going to go where they can do the best product for the cheapest cost. This tax credit has made Georgia a viable and lucrative place to make films."

The economic benefits have been debated in Georgia, although the state has remained committed to the film incentives. Meanwhile, lawmakers in North Carolina are debating a plan that would place certain limitations on the state's program, with supporters of the effort saying there's no evidence the $30 million in tax breaks in 2011 matches the job growth cited by the industry. In comparison, Georgia handed out $140.6 million in tax credits in 2010.

Gov. Nathan Deal said it's the combination of the tax credits and Georgia's diverse landscape ? from the mountains to the coast ? that has made the state so attractive to filmmakers.

"It is an affirmation of several things, some of which is just the natural beauty of our state," Deal said in a recent interview. "You are seeing ample evidence that the tax credits for the movie and film industry are definitely paying the dividends that we anticipated."

There are a number of ripple effects. The films bring jobs, and the state already has an estimated 5,000 union and non-union professionals associated with the film industry along with more than 1,000 production suppliers and support companies. Major components of the proposed studio projects also include educational programs aimed at training the next generation of industry employees.

This week, Atlanta-based Jacoby Development announced plans to build an estimated $1 billion multiuse project north of downtown Atlanta that will include 12 soundstages as well as production offices and an arts and media school.

Jim Jacoby, chairman of The Jacoby Group, said he expected to have financing lined up quickly and was in Hollywood this week to pitch the project.

"The times are ripe because the demand is there right now. We feel like we have a facility that we can get to market quickly," Jacoby said.

The studio project will be located on 100 acres in Gwinnett County just north of the city, where with an existing 500,000-square-foot building can be remade into 12 soundstages. Plans call for construction to begin by the end of the year.

"The facility that Jacoby is building will be designed to Hollywood standards and will fill quickly," said Gary Bastien, whose architectural firm will be involved in the studio design. Bastien has designed various TV and movie projects for major studios in Southern California.

Other projects include a planned expansion of Tyler Perry's sprawling studio complex that already includes five soundstages, a $100 million project east of the city in Newton County and a $90 million studio planned in Effingham County near Savannah.

The one in Newton County is in the early stages, but Covington-based Triple Horse says it plans a 160-acre studio with multiple soundstages, post-production facilities and a back lot. The one in Effingham County is backed by Medient Studios, which began in India and has expanded with offices in Hollywood and London. Medient's project includes a $90 million studio and entertainment complex with the goal of also becoming a major tourist destination.

Thomas, who heads the state's entertainment office, said another side benefit has been Georgia's burgeoning film tourism industry, with fans planning vacations around visits to film locations. Much of that has centered on the town of Senoia, where AMC's "The Walking Dead" is filmed, with plans to promote Georgia locations in connection with the coming release of the "Hunger Games" sequel. The state also has launched a website, ComeTourGeorgia.com, that lists movie tours and travel tips, pitching an opportunity to "walk in the footsteps of your favorite actors and musicians."

Said Thomas: "We have all the pieces of the puzzle here."

Bulgaria's center right on track for election win: poll

SOFIA (Reuters) - Bulgaria's center-right GERB party is on course for election victory on May 12 despite resigning from the government after mass protests against low living standards in February, a poll showed on Sunday.

The state-funded NPOC survey put ex-premier Boiko Borisov's GERB at 23.6 percent and the Socialists at 17.7 percent. On this basis, however, a hung parliament looked likely since a party needs over 43 percent of votes for a majority.

Tens of thousands of people took to the streets in the European Union's poorest country in anger over corruption, rising unemployment and high utility bills, prompting the resignation of Borisov's government.

Analysts say the unrest galvanized GERB supporters while protesters failed to form a single political group to challenge its position. The Socialists have failed to gain from the discontent since may protesters were unhappy with the whole political class, not just GERB.

Support for GERB was also largely unaffected by charges against four senior interior ministry officials for mishandling wiretapping equipment and data, which prosecutors said could have resulted in illegal surveillance of politicians and businessmen.

The nationwide survey, conducted between April 19 and 25, showed backing for the ethnic Turkish MRF party fell slightly to 6.0 percent in April from 6.5 percent a month earlier.

The biggest beneficiary from the nationwide protests in February was the far-right Attack party, whose support was 4.9 percent in April, up from 1.2 percent two months ago.

Attack's pledges of nationalizations, higher taxes for the rich and to revoke foreign concessions for gold and water have alarmed some investors.

Crosby practices, return from broken jaw uncertain

CANONSBURG, Pa. (AP) ? Sidney Crosby's smile betrays a jagged ridgeline of enamel along his bottom row of teeth, evidence of the extensive damage inflicted to Crosby's jaw by a wayward shot a month ago.

The Pittsburgh Penguins' captain has learned to deal with the dull ache left by multiple dental procedures. The cumbersome mask he'll be forced to wear whenever he returns is another matter entirely.

Crosby participated in non-contact drills Friday, his first practice with his teammates since breaking his jaw on March 30. Yet Crosby remains vague on when he'll be cleared to play and his status for next week's playoff opener remains uncertain.

"It's not really up to me to be honest with you," Crosby said. "It's something the (doctors) have to feel comfortable with the healing and that kind of thing. As soon as they say the word I'll be ready to go."

The Penguins have survived just fine despite missing Crosby for the final quarter of the season.

Pittsburgh heads into Saturday's regular season finale against Carolina with the NHL's Eastern Conference top seed already secure. Fueled by newcomers Brenden Morrow, Jossi Jokinen and Jarome Iginla ? all acquired at the trade deadline ? the Penguins have gone 7-4 in Crosby's absence, including losses this week to Buffalo and New Jersey in relatively meaningless games.

Watching his team thrive while he's relegated to wearing a suit and peering down on the ice from the box has been difficult. Yet it's also been a revelation of sorts. As vital as the NHL's second-leading scorer is to Pittsburgh's fortunes, Crosby knows the Penguins no longer need Crosby on the ice to be competitive.

"I think it's been a great transition," Crosby said. "I think we're playing good hockey when we want to be and I think we should be happy and know that we're ready to head into the playoffs."

Crosby managed to keep his weight up despite the layoff and the limitations on his diet brought on by the jaw problems. He appeared just fine while buzzing around with his teammates, particularly on the power play unit. Yet he was sure to avoid grinding things out in the corner or putting himself in a vulnerable position. He's currently sporting a large plastic shield over the jaw, and the unwieldy nature of his new gear has proven troublesome.

"You're definitely trying to find something that is going to protect you but at the same time you want to be able to see the puck and that kind of thing," Crosby said. "That's what I'm using right now but that might change depending on being able to adjust to it."

Coach Dan Bylsma, like Crosby, declined to pinpoint a target date for Crosby's familiar No. 87 to get back on the ice.

"It's good to have him in practice and a step to have him in practice in a non-contact way and have him out there with the group but there's not a timeline," Bylsma said.

The Penguins can afford to wait a little while longer. A scheduling conflict at Consol Energy Center means the team won't likely open the playoffs until Wednesday. That additional 24 hours could give Crosby's jaw another 24 hours to heal convince the doctors that he's out of any danger.

Though Crosby isn't quite ready to go, defenseman Paul Martin (hand) and forward James Neal (concussion) will play on Saturday against the Hurricanes. Martin has missed 12 games while Neal hasn't played since April 5 after taking an elbow to the head from New York Rangers defenseman Michael Del Zotto.

"Any time you miss time due to injury you want to get your feel back as quickly as possible when you start playing again," Neal said.

Crosby's absence will allow Bylsma to continue to tinker with Pittsburgh's lines trying to find the right combination. Crosby anchored the most productive line in hockey alongside Chris Kunitz and Pascal Dupuis before getting hurt and the addition of so many new faces has forced Bylsma to get creative.

The only group that appears to be set is the third line, where Brandon Sutter, Matt Cooke and Morrow will give the Penguins some thump. The first, second and fourth lines remain very much a work in progress.

Yet there are worse problems to have. Though Crosby will sit out the regular season finale, barring a setback he's almost certain to play in the opening round. The Penguins will enter the postseason as the overwhelming favorite in the East. The pressure will only mount whenever Crosby laces up his skates. That's OK with the Penguins. That's the way they prefer it.

"I've never been in a dressing room that didn't expect to win a Cup," Murray said. "I think we know what lays ahead and when Sid's ready, we'll be ready to have him."

Therapy dogs help Mont. students with test stress

BOZEMAN, Mont. (AP) ? At Montana State University, final exams stress is going to the dogs.

The Bozeman Daily Chronicle reports (http://bit.ly/11pDoHV ) Intermountain Therapy Animals is bringing dogs to campus this week and next to help students take a break from the stress of studying for and taking semester exams.

Jacqueline Frank is the Renne Library commons assistant who started the "Paws to de-Stress" program this semester. She says research shows that animals can help reduce stress and lower blood pressure.

Frank says over a two-hour period on Thursday afternoon, 261 people stopped by to meet Ellie, a 6-year-old golden retriever and Sophie, a 4-year-old Maltese.

Sophomore Rebecca Johnson from Ferndale, Wash., said: "This is the best idea ever."

Butte sophomore Kaitlyn Okrush agreed, noting she has an organic chemistry final on Monday.

Young musicians cling to Cajun, zydeco traditions

NEW ORLEANS (AP) ? Members of the Cajun band T'Monde are young, but they like their music old.

The band of 20-somethings opened the New Orleans Jazz and Heritage Festival on Friday with century-old, fiddle-heavy Cajun tunes.

As music fans carried folding chairs and umbrellas through the gates of the Fair Grounds horse racing track, band leader and accordion player, Drew Simon (SEE-mon), sang in Cajun French.

T'Monde (TEE'-Mone) loosely translated means "little world" or "little people." The group opened one of the festival's 12 stages. Also on the lineup were Dr. John, blues guitarist Gary Clark Jr., John Mayer, George Benson and Terrance Simien.

Jazz Fest continues through Sunday and May 2-5.

Documentary about deceased British singer Amy Winehouse in the works

(Reuters) - A documentary is in the works about the late British soul singer Amy Winehouse and it features previously unseen material, the film's distributor said on Wednesday.

The film, which will include archival footage never seen by the public, will be directed by Briton Asif Kapadia, whose 2010 film "Senna," about Brazilian auto racer Ayrton Senna, won a BAFTA for best documentary.

The Grammy-winning singer died in 2011 at the age 27 from alcohol poisoning. Winehouse's 2006 album "Back to Black" made her an international star.

London-born Winehouse, who struggled with drug and alcohol addiction, is credited in part with reviving the popularity of soul music.

"Amy was a once-in-a-generation talent who captured everyone's attention. She wrote and sung from the heart and everyone fell under her spell," Kapadia and the film's producer James Gay-Rees said in a joint statement.

"But tragically, Amy seemed to fall apart under the relentless media attention, her troubled relationships, her global success and precarious lifestyle," Kapadia and Gay-Rees added. "As a society, we celebrated her huge success, but then we were quick to judge her failings when it suited us."

The film, which does not yet have a title, will be shopped to foreign buyers at the Cannes Film Festival in May, distributor Focus Features International said.

Focus Features International is part of NBCUniversal, which is owned by Comcast Corp.

Companies that do the best when the economy is improving led the market higher Tuesday after several of them reported strong quarterly earnings.

Coach, a maker of luxury handbags, and Netflix, which streams TV shows and movies over the Internet, were winners after announcing profits that impressed investors. Financial?stocks?rose after Travelers' earnings beat the expectations of financial analysts who follow the company.

That's a change from earlier this year. The?stock?market's surge in 2013 has been led by so-called defensive industries such as health care, consumer staples and utilities. Investors buy those?stocks?when they're unsure about the direction of the economy and want to own companies that make products people buy in bad times as well as good. Until now, they've been less enthusiastic about?stocks?of companies that provide discretionary goods and services and do best in good times.

"For a change we are actually seeing more cyclical parts of the economy lead the market," said Michael Sheldon, chief market strategist at RDM Financial Group.

Are Wall Street Investors Pumping Up The Next Housing Bubble ...

Areas like Las Vegas, Phoenix, and Miami ? all hit pretty hard by the collapse of the last housing bubble ? are now seeing home prices rise at rates above the national average. But rather than this being an indicator that these areas are finally recovering, some worry that it?s just a lot of hot air being pumped into another bubble by Wall Street investors.

The Washington Post reports on the huge amounts of money that institutional investors are putting into single-family homes in some areas hit the hardest in recent years. They are rushing in to buy properties at what is hoped to be well below market rate, with the goal of reselling for a tidy profit as the economy recovers.

According to some in the Florida real estate business, these investors now buy 7-in-10 homes on the market there, and may account for the majority of home sales in other distressed areas over the last two years.

And so, in spite of the lack of probably the most important thing needed for a recovery ? jobs ? real estate prices in Phoenix have soared 23% in the last year. In Vegas, they are up 15%; 11% in Miami, while the national average is only up 8%. It?s possible that home prices were overly depressed in these cities, and so this is just about playing catch-up, but there are many who see this as false, unsustainable inflation.

?I don?t know whether things are as good as they seem to be,? an owner of a Florida firm that scouts investment properties tells the Post. ?The end-user would need to see a great increase in jobs, availability of mortgage money and a loosening of the reins that have been holding them back. But all the economic indicators are that we are not at that point.?

For people currently in their homes but paying more on a mortgage than the home may be worth, this type of real estate speculation can be a boon, as it likely helps to bring the value of that home back up. Of course, this is only sustainable if actual consumers buy houses at these higher prices. If investors fail to see returns on their purchases, the prices will go down as they rush to get out of the market and recover their investment.

Making bubble worries worse are concerns that investors, who can pay cash for homes, are boxing out consumers who simply want to buy a home but must go through the often lengthy financing process, meaning they can not take advantage of the historically low interest rates.

?The investors are making it hard for a regular homeowner to buy a property,? explains a real estate broker in Fort Lauderdale, who says that 17 of his last 20 sales have been to investors. ?They are getting outbid by people with cash.?

A number of investors are not looking at these properties as things to flip once the price hits a certain level, but as sources of lucrative rental income for years to come.

One firm tells the Post it bought most of its houses in the Ft. Lauderdale area for between $60,000 and $70,000. Meanwhile, it charges rents in the range of $1,700/month, several times what a homeowner would pay each month in mortgage.

EU regulators say smart card chipmakers may have been in cartel

BRUSSELS (Reuters) - German chipmaker Infineon Technologies and several of its peers could be penalized after EU regulators said the companies may have taken part in a cartel to keep prices high.

The European Commission said in a statement it had sent a statement of objections setting out its concerns to the companies involved, without identifying the firms, which face fines up to 10 percent of their global revenue if found guilty.

The EU competition authority said it sent the charge sheet to the companies after talks to settle the case, which would have included a 10 percent cut in fines, broke down.

Infineon confirmed that it had received the statement of objections. Smart card chips are used in mobile phone SIM cards, bank cards, pay TVs, passports and identity cards.

NXP Semiconductors, which previously said it was under investigation, said on Monday it had not received the statement of objections.

The case started in January 2009 with raids on companies in several EU countries.

Atmel Corp previously said it was cooperating with the investigation, while Renesas Technology - a joint venture between Hitachi Ltd and Mitsubishi Electric - and France-based STMicroelectronics have confirmed the regulatory raids.

Yahoo's 1Q earnings surge while revenue sags

SAN FRANCISCO (AP) ? Yahoo's Internet advertising revenue crumbled further during the first three months of the year and overshadowed a surge in the company's earnings.

The results released Tuesday seemed to dim some of the aura surrounding Yahoo CEO Marissa Mayer, who was lured away from a top job at Google Inc. nine months ago to engineer a turnaround at a company that has been struggling for years.

There have been signs of encouragement since Mayer's arrival, most notably the first increase in Yahoo's annual revenue since 2008. Although the 2012 gain was just 2 percent, it raised hopes that growth would accelerate this year.

Instead, Yahoo's total revenue shrank by 7 percent in the latest quarter from the same time last year. The weak spot was in one of Yahoo's former strengths ? display advertising. After subtracting the commissions that Yahoo pays its partners, the company's display advertising revenue fell by 11 percent from last year to $402 million. That development suggests that Yahoo is losing more ground in a key area of Internet advertising to Google Inc., which already dominates search advertising, and Facebook Inc., whose online social network is becoming a more powerful marketing magnet.

On the plus side, Yahoo's first-quarter earnings surged 36 percent to top analyst estimates. But much of the higher profit flowed from investments such as Yahoo's 24 percent stake in Alibaba Group, a rapidly growing Internet company in China.

"They are making more money (as) an investment house," BGC Financial analyst Colin Gillis said.

Investors seemed more dismayed with the downturn in Yahoo's display advertising than the growth in earnings. Yahoo's stock sank $1.01, or nearly 4.3 percent, to $22.78 in extended trading. The shares had been up by more than 50 percent since Mayer's arrival.

In a conference call, Mayer reiterated her earlier statements that it may take several years before Yahoo's revenue is growing at a robust clip. For now, she said she is pleased that the business had become more stable under her leadership while making improvements to its services that will attract more visitors.

"Our long-term success will be defined by a series of sprints," Mayer told analysts. "We are reaching the end of the first sprint."

Yahoo Inc. earned $390 million, or 35 cents per share, in the first quarter, compared with $286 million, or 23 cents per share, at the same time last year.

If not for expenses covering employee stock compensation and certain other costs, Yahoo said it would have earned 38 cents per share. That was well above the average estimate of 25 cents per share among analysts surveyed by FactSet.

Revenue totaled $1.14 billion, down from $1.22 billion at the same time last year.

After subtracting ad commissions, Yahoo's revenue stood at $1.07 billion, about $30 million below analyst projections.

Analysts accepted Mayer's assessment that change will take time.

"You have to remember that turnarounds take a long time and we are still in the early innings of that," Gillis said.

Gartner analyst Andrew Frank noted that earnings were stronger than expected and "they didn't miss revenue by a lot." He called the results positive overall and said he didn't see any warning signs in there.

Mayer has been trying to make Yahoo's online services more engaging and easier to use in hopes that the improvements will encourage Web surfers to visit more frequently and stay for longer. That would help Yahoo sell more advertising to marketers who have been funneling more of their online budgets to Google and Facebook Inc. in recent years. Mayer also has been trying to recast Yahoo's services so they are better suited for the growing audience consuming content on smartphones and tablet computers.

As part of a makeover under Mayer, Yahoo has redesigned its home page, email service and Flickr photo-sharing service. The company, which is based in Sunnyvale, Calif., also has made a series of small acquisitions aimed primarily at attracting more engineers with expertise in mobile applications and social networking.

Those changes haven't been enough to generate a large enough increase in Yahoo's revenue to match the growth at the other major players in the Internet ad market. Google's ad revenues have been climbing by about 20 percent in recent quarters while Facebook's has been surging by about 40 percent. Google is scheduled to report its first-quarter results Thursday, while Facebook plans to post its numbers on May 1.

Yahoo also has been lagging the growth in the overall ad market, a trend expected to continue at least through the rest of this year. In Yahoo's main market, the U.S., the company's ad revenue this year is expected to increase by about 3 percent, according to the research firm eMarketer. That contrasts with an anticipated 25 percent gain in overall spending on digital ads in the U.S. this year, eMarketer said.

As human endeavors dispersed around the globe, mankind worked to maintain contact and pass on information. The history of communication technology is one of the great stories of technological progress ever accomplished.

Communicating over long distances has been a challenge throughout history. Man has been seeking different ways of doing this since the beginning of time. The transmission of signals over a distance for the purpose of communication began thousands of years ago. Early methods of long-distance communication included runners to carry important messages, smoke signals, chains of searchlights, drums, carrier pigeons, the Pony Express and the telegraph.

Evolution of telecommunications

It was not until the late nineteenth century, however, that man was able to send and retrieve information by less physically limiting ways. In 1876 Alexander Graham Bell ushered in a new era of voice and sound telecommunication with his prototype telephone. The telephone transmitted actual sound messages and made telecommunication immediate.

When the telephone was originally invented by Alexander Graham Bell in 1876, communication across a phone line was only achievable by short distances and was only used to transmit voice. The technology grew quickly from this point, with inter-city lines being built and telephone exchanges in every major city of the United States by the mid-1880s.

The telephone made it possible to conduct business affairs across large distances, helping to revolutionize the way that business was done in many different industries. From the moment of the first conversation, the need to expand and improve the quantity, quality, and speed of communications led to a series of inventions that affect all aspects of our lives today.

With today?s technology, communications can span the globe and carry voice, data, and video. People from different parts of the world not only correspond very straightforwardly with each other, but they can also share boundless information with each other. While voice continues to be the dominant method of communication, the video conferencing industry is booming partially due to a boost provided by a recessionary economy.

As you can see, every invention in technology didn?t start without room for improvement. This includes the history of video conferencing. The history of video conferencing technology has had many starts, stops and stalls along the way. In 1964, the first video telephone was developed and displayed at the New York State fair, but the technology never found a place in the market.

In 1976, advancements such as Network Video Protocol and the Packet Video Protocol both helped the maturation of video conferencing but both stayed in the laboratory. And in the 1980?s, digital transmission was available.

In 1992, Radvision launched the industry?s first IP (H.323) to ISDN (H.320) Gateway and in 1993; Radvision was the first to successfully transfer video over an IP network. In 1994, Radvision introduced video gateways between IP and ISDN networks and in 1995; Radvision joins industry giants to initiate VoIP standardization.

Pre-dawn rehearsal for Margaret Thatcher's funeral

LONDON (AP) ? A pre-dawn military rehearsal has been held in preparation for Margaret Thatcher's funeral.

In advance of Wednesday's funeral at St. Paul's Cathedral a flag-draped coffin was carried by horse-drawn carriage Monday to the famous domed cathedral in central London.

Some 700 Armed Forces personnel were in place for the drill.

Officials say the practice was needed to familiarize troops from different service branches with the overall plan.

The funeral of the former prime minister who died last week will be attended by Queen Elizabeth II and numerous foreign dignitaries.

Prostate cancer screening subjects men to 'substantial harms ...

(NaturalNews) Presumably in response to the continued release of independent studies that warn about the uselessness of prostate cancer screenings, the American College of Physicians (ACP) has issued its own alert about the questionable practice. In a recent statement published in the journal Annals of Internal Medicine, ACP petitions doctors to be wary about recommending prostate cancer screenings to their patients, warning that they come with limited benefits and a slew of "substantial harms."

As explained by ACP on its website, the group is strongly opposed to any men younger than 50 or older than 69 receiving prostate cancer screenings, period. And for men between the ages of 50 and 69, ACP strongly encourages a thorough discussion with one's doctor before agreeing to a prostate-specific antigen (PSA) test, as misdiagnosis and resultant unnecessary treatments can cause more harm than good in the form of incontinence, impotence, and various other devastating side effects.

"Before PSA testing, doctors and patients should discuss the potential benefits and harms of screening and the patient's individual risk of prostate cancer, general health, and preferences for testing and evaluation," says David L. Bronson, M.D, F.A.C.P., and president of ACP. "Only men between the ages of 50 and 69 who express a clear preference for screening should have the PSA test. For most of these men, the harms will outweigh the benefits."

Such a statement represents an about-face for ACP, which just so happens to be one of the original architects of the PSA test for prostate cancer. But it is a welcomed change, especially in light of the fact that the United States Preventive Services Task Force (USPSTF) last year determined that PSA screenings are useless for all men, regardless of age. According to USPSTF researchers, the harms of PSA testing far outweigh any alleged benefits.

Major harms caused by PSA screening include false positives that result in unneeded treatment, including prostate biopsies that can lead to significant bleeding, infection, or worse. False positives can also lead to treatments with surgery or radiation, which can result in loss of sexual function, loss of control of urination, and even death. There is also the risk of falsely targeting benign tumors that are actually harmless, a major flaw of the PSA test.

"Many people have a blind faith in early detection of cancer and subsequent aggressive medical intervention whenever cancer is found," wrote Dr. Otis W. Brawley, M.D., M.P.H., Chief Medical Officer of the American Cancer Society, in an accompanying commentary published alongside the USPSTF's updated recommendations. "There is little appreciation of the harms that screening and medical interventions can cause."

London School of Economics denounces BBC tactics

LONDON (AP) ? One of Britain's leading academic institutions, the London School of Economics, is accusing the BBC of putting students at risk by using them as cover for a covert reporting trip to North Korea.

The school says BBC's decision to send three TV journalists to the secretive communist state in March to shoot a documentary without governmental permission to work there by posing as members of a student trip could have caused grave trouble for the pupils, if the deception had been uncovered by North Korean authorities.

The squabble between two powerful British institutions comes at a time of uncertainty caused by North Korea's bellicose threats to launch a new medium-range missile at its enemies.

It brought more unwelcome attention to the BBC, which has faced sustained criticism for its handling of an investigation into alleged child sex abuse committed by the late Jimmy Savile, long a top BBC talk show host.

The "Panorama" documentary on North Korea based on the eight-day trip in March is set to air Monday night.

The BBC has thus far refused the university's plea to keep it off the air to protect the students from possible retribution if their identities are revealed on the show. The broadcaster said three students who have asked to be removed from the show will have their images blurred so they cannot be identified.

The trip was not organized by LSE but by a students' society known as the Grimshaw Club. University officials said they did not know about the BBC arrangement and would not have approved it if they had known about BBC's plans.

The BBC's John Sweeney, who LSE officials say posed as a post-graduate LSE student, said Sunday it was "entirely wrong" for the university to try to prevent the broadcast. He said all of the students had been told about the potential risk and had agreed to allow the journalists to join the trip, adding that all were over 18 years of age and capable of making their own decisions.

A BBC story about the trip that the network filed online Sunday said Sweeney and a two-person crew that included his wife spent "eight days undercover" in North Korea.

LSE student union general secretary Alex Peters-Day said Sunday that the students were lied to and that at least one of the students on the eight-day trip was not told in advance of the journalists' participation.

"This is a student welfare issue," she told a BBC interviewer. "We don't know what could have happened to those students and, truthfully, neither does the BBC. It's absolutely disgraceful that he (Sweeney) put students in that position. It's incredibly reckless."

She said Sweeney was being "disingenuous" by citing free-speech concerns as justification for putting students in danger.

LSE blamed BBC for not being forthcoming about its reporting plans in North Korea. In the past, journalists have at times been detained for working without authorization in North Korea, where foreign reporting crews usually have to operate under strict governmental supervision.

In an email sent to staff and students, the university complains that the BBC program was produced "using as cover a visit to North Korean which took place from 23-30 March in the name of the Grimshaw Club, a student society at LSE."

BBC News Head of News Programs Ceri Thomas said on a BBC News program Sunday that the students were given the information needed to give informed consent to the increased risk of traveling with journalists who did not have authorization to work in North Korea.

He said, however, that the students were told roughly a month before the trip that there would be "a journalist" traveling with them but were later told, once they were en route to North Korea, that there would be three journalists who would be conducting undercover filming for TV.

Thomas said the students may have been under the impression that a print journalist, not a three-person TV crew, was going to be involved.

He said BBC would air the documentary despite LSE's concerns because of high public interest in the show.

"It is disappointing for us that LSE has chosen to make this public," he said. "We would have kept them out of this altogether. They could have avoided the publicity, and we think that would have lowered the reputational risk."

He said BBC executives felt that if the deception was discovered the students likely would have been deported, but he admitted he could not "categorically" rule out the possibility that their lives might have been at risk.

BBC press officials said senior executives would not discuss the matter but might issue further statements.

The BBC's action sparked concerns that the use of a British academic research trip as a cover for a clandestine TV reporting venture might undermine the ability of researchers to operate overseas.

Nicola Dandridge, chief executive of Universities UK, said BBC must understand how its actions might hurt research institutions. She said the BBC may have not only put students in harm's way but also damaged the reputations of British universities.

"We regret the BBC's approach," she said.

New flu in China reveals its avian origins

H7N9 influenza genes came from three bird viruses

A new type of bird flu that has killed 11 people in China combines genes from three existing influenza viruses, scientists report April 11 in the New England Journal of Medicine.

Since Chinese officials confirmed March 29 that three people had contracted H7N9 avian influenza, the virus has sickened 43 people. Of those still alive, many have severe illness, while others developed only mild symptoms. So far, the virus does not seem to spread from person to person, but health officials are closely watching more than 1,000 people who have been in contact with sick people for signs of illness.

The virus is a relative of ones found in birds, and some of the sick people had contact with poultry. But so far, health officials haven?t found the source of the infections.

Other avian influenzas, such as H5N1, are deadly to chickens and other birds. Poultry deaths give public health officials a head?s up on where human cases may appear, says Ana Fernandez-Sesma, a viral immunologist at Mount Sinai Hospital in New York.?

But a genetic analysis of the viruses isolated from the first three patients to contract the illness suggests why it has been difficult to find an animal reservoir: The virus probably doesn?t make birds sick. As a result, it spreads stealthily through poultry populations, study coauthor Rongbao Gao of the Chinese Center for Disease Control and Prevention and colleagues report.

By comparing the DNA of the viruses from the patients to other influenza viruses, the researchers discovered that this new H7N9 is a mix of three different bird flu viruses.

A protein called hemagglutinin (which gives the virus name its H), helps the virus grab on to cells in the respiratory tract. That protein most closely resembles that from an H7N3 virus isolated from a duck in China?s Zhejiang province, the researchers found.

The virus?s neuraminidase protein (the N in the name), which helps the virus escape from infected cells, is similar to those from an H7N9 virus in a Korean wild bird. Although the Korean bird virus is also an H7N9 virus, its hemagglutinin protein is quite different from the one found in the sick people.

The new virus?s remaining genes probably came from an H9N2 virus similar to one found in Beijing in finchlike birds called bramblings.

The three viruses could have infected a single bird and swapped genes, producing the new strain. Or the mixing could have happened in several steps. Such reassortments are common among influenza viruses and create new versions that host immune systems haven?t learned to fight. Mutations may then allow the bird viruses to infect mammals and to spread more easily.

The virus that infected the first patient, an 87-year-old man from Shanghai, has several mutations not shared by the viruses isolated from seven other people with the new flu. That may mean at least two versions of the virus have infected people.

But Fernandez-Sesma says there is not enough data to support the conclusion. ?A bird doesn?t give you just one virus,? she says. ?You have a cloud of viruses,? each with slightly different sets of mutations.

Particularly worrisome is that the version of the virus infecting all but the first Shanghai man contains a mutation that helped laboratory-created versions of another flu ? the H5N1 virus that kills many people it infects but doesn?t spread person to person ? able to spread through the air among ferrets. (Ferrets are often used as proxies for humans in infectious disease studies.) That mutation, known as Q226L, makes the virus better at grabbing human cells and has been found in naturally occurring pandemic strains. ?The H7N9 virus also has other mutations that allow it to live in mammalian cells and some that render flu viruses more deadly in mice.

The mutations help explain why the virus is now able to infect humans, but the findings don?t mean that H7N9 is poised to become a pandemic strain, Fernandez-Sesma says. Other avian viruses carry similar mutations but don?t have the ability to spread easily from person to person. ?It must be a really very hard property to acquire for avian viruses,? she says.

Because people have not contracted H7N9 before, most people in the world would probably harbor no immune protection and would be susceptible to the new virus, Timothy Uyeki and Nancy Cox of the U.S. Centers for Disease Control and Prevention write in an accompanying editorial. No vaccines are available, but the virus is susceptible to some antiviral drugs.
